The Personnel Administrator Certificate (PAC) Program is a comprehensive series of training modules addressing the HR competencies necessary for the VCU Personnel Administrator (PA) to successfully perform his/her job as HR liaison.  Competency areas include Hiring and Benefits, Compensation and Performance Management, Systems and Processes, Employee Relations, and Training and Development. 

The program provides basic information required to obtain and maintain Banner HR security access.  It also provides an opportunity for technical, compliance, policy, and general skills enhancement.  Other sessions, a mixture of required and elective courses, support continued professional development and offer the PA an opportunity to earn Personnel Administrator Certification (PAC).  Training and Development staff partner with HR content experts to design and facilitate these programs.

General Program Guidelines

As of July 1, 2008, all new and experienced PAs who wish to receive PA Certification must take:  seven required access courses, three required PAC courses, and two elective courses within 24 months of registering for the PA Certification Program. 

In addition to the annual Banner recertification quiz, Certified PAs need to take two additional courses annually to keep their PA Certification active.

Progress toward and completion of PAC requirements is the responsibility of the PA with support from HR.

Upon receiving PA Certification, participants receive a $100 recognition bonus.

Program Design

Access Series:  All courses are required to obtain and maintain security access to HR systems.  Programs, which are offered on-line through Blackboard and in a seminar setting, include the following:

  • Understanding and Utilizing eJobs

  • Labor Distribution Training

Required to maintain security access -

  • Personnel Actions: Case Studies

  • Leave Policies and Applications

  • Preparing for the New Employee

  • Hiring at VCU  

  • Workforce Planning at VCU

  • Compensation Tools

PA Certification (PAC):  PA certification is awarded after participants complete several required and two elective courses, which include the following:

  • Compensation Tools

Electives will vary year to year, based on current learning needs, but may include such courses as -

  • Benefits Overview

  • Understanding and Avoiding the Grievance Procedure

  • The Employee's Role in the Performance Appraisal Process

  • Standards of Conduct

  • Policy Updates and Changes

  • Conflict Resolution

  • Consulting Skills for PAs

  • Threat Assessment and Violence Prevention

  • Getting Things Done When You are Not the Boss

  • Managing Personal and Professional Change

  • Customer Service Essentials

  • ARMICS and Ethics at VCU
